Hi,
I would like to put third party apps (like StatusPage) even higher in the Messenger than the conversation boxes. E.g. if we have an incident I would like to put the app of StatusPage in the top of the messenger box. I just can change the order between third party apps, but not put a third party app higher than the conversation boxes.

It's not possible to put any app higher than the Conversation list 
I don't think this will looks good from the user experience side. You can suggest this feature in @Product Wishlist group.
I'm suggesting adding a Custom bot from the new conversation and turn it on when there is some downtime, in such a way customers get a notification before they start creating a new conversation.
