Essentially I have a production workspace and an app linked to it based off the 1.0 API version. I would like to make another app with the latest API version and more permissions and use it to retrieve the data from the same workspace. Will installing this app on the existing workspace break the other app or the workspace itself?

While it is strongly recommended to update your API version for your existing apps, you should be able to have 2 separate completely apps on your workspace with different API versions. They would just respectively only be able to perform certain actions, call certain endpoints based on how the version they are set to allows.
